7 review of legal argument and analysis, high quality supervision, and organisational systems and process that support and enhance thi There are two streams of work within the Commission a law reform work programme that consists of a series of reform projects each focussing on a specific piece of legislation and/or area of the law, and a policy advice function that includes servicing and supporting two executive government committees, as well as providing ad hoc advice to Ministers and agencies as required. Law reform work programme The most significant work activity in terms of resource and staff allocation is our programme of law reform projects. These are usually substantial pieces of legal research and policy involving new concepts and/or fundamental review, which government agencies are sometimes unable to undertake because of time constraints and the electoral cycle. The work programme is a series of rolling projects. So each year as new projects are identified and added to the programme, others are completed and are handed over to government departments or agencies to implement, or they are closed. While the work programme is agreed with the Minister on an annual basis, major reform projects can run from six months to two three years, and occasionally even longer where the area under investigation is large and complex. Committee support In addition to undertaking our programme of major law reform projects, the Commission provides legal and policy support to the Legislation Advisory Committee (LAC). The purpose of the LAC includes improving the quality of law making by attempting to ensure that legislation gives effect to the underlying policy and that it conforms to LAC guidelines. The President of the Commission also convenes the Legislation Design Committee (LDC). The LDC is a high level interagency resource available to provide advice to agencies during the development phase of new legislation and to discuss the legislative framework options. It does not become directly involved in policy formulation but explores the legal and constitutional implications of the legislation and its coherence with other statutes. In effect it ensures consistency with LAC Guidelines at an early stage of the policy process. Policy advice Increasingly we are being requested to provide ad hoc advice to Ministers, parliamentary select committees and public sector agencies. Much of this arises in areas where we are currently reviewing the law or on which we have previously provided law reform advice.
