How we do our work
Law reform project management
We manage our work programme using our in-house Project Management
Guide
, which provides a framework for identifying the scope of each
area of law reform, defining the project stages and timelines, and then
for reporting on progress both internally, and externally to the Minister.
The Commissioners are responsible on a day to day basis for the
intellectual leadership of the Commission and the substantive content
of the Commission’s publications. The Commission’s quality criteria
apply to law reform projects and are part of its Project Management
Guide1. The President, Deputy President and General Manager convene
weekly as a management committee and oversee the conduct and
progress of the work programme. The full Commission meets on a
monthly basis as ‘the Board’, as the Commission is defined for the
purposes of the Crown Entities Act 2004. The General Manager is in
attendance at the Commission meetings.
Legislation advisory committee support
In relation to the advisory services provided to the LAC, our legal and
policy staff analyse almost all Government bills for compliance with the
LAC guidelines and we provide a report to the Committee on each bill2.
Bills are allocated to the Commission’s legal and policy staff as they are
introduced into the House. The staff member writes a report for the bill
and comments on the extent to which the legislation complies with the
legislation advisory guidelines. This report is then reviewed by the
relevant Commissioner, and the President as the Chair of the LAC,
before it is sent to the Secretary of the Committee who is an employee
of the Ministry of Justice.
Other policy advice and services
Other legal and policy advice provided by the Commissioners to agencies
and officials through the LDC, to the Minister, other Ministers, or to
agencies on an ad hoc basis, is developed in line with the Commission’s
internal quality assurance processes as appropriate. These processes
ensure that the final advice provided is well researched, legally sound
and timely. Legal and policy staff will usually undertake the initial
research, make a recommendation and provide an advisory briefing to
the relevant Commissioner. The advice is then subject to internal review
