133. The challenge for Law Commissions and other law reform bodies to secure a
continuing role in law reform during the 1990s has been great. While many
bodies have continued to operate in their customary manner, as many or more
others have been reviewed, restructured, abolished and then set up anew in the
past decade.

134. The Law Commission for England and Wales (UK Commission) was
established along with the Scottish Law Commission by the Law Commission
Act 1965 for the purpose of promoting the reform of the law (section 1).
135. The functions of the Commissions are to take and keep under review all the law
with which they are respectively concerned with a view to its systematic
development and reform, including the codification of the law, the elimination of
anomalies, the repeal of obsolete and unnecessary enactments, the reduction of
