40 155.  The only apparent significant change to the ACT Commission during the 1990s appears to be the level of remuneration for members of the Commission.  Until 1993  members  contributed  their  time  and  effort  without  remuneration  of  any form.  Remuneration is now calculated on the basis of attendance at Commission meetings. Law  Reform  Bodies  Established  in  the  1960s  and  1970s  that  have  been Reviewed and Changed During the 1990s Australia 156.  The  Australian  Law  Reform  Commission  (“Australian  Commission”)  was established  in  1975  by  the  Law  Reform  Commission  Act  1973  (commenced  1 January 1975).    157.  The   Australian   Commission   was   subjected   to   its   first   comprehensive parliamentary   review   in   1994   by   the   House   of   Representatives   Standing Parliamentary   Committee   on   Legal   and   Constitutional   Affairs   (“Review Committee”).43   158.  The Review Committee analysed the activities and operations of the Australian Commission  and  considered  whether  the  Commission  needed  a  fundamental realignment of its objectives.    The result was 40 recommendations “aimed at correcting  impediments  to  the  smooth  operations  of  the  Commission  and facilitating its value to the Australian community”.44 159.  The  Review  Committee  approached  the  evaluation  of  the  Commission’s  work via three paths (Law Reform, pages 17 to 22): (a)     The extent of implementation of the Commission’s recommendations; (b)     The reputation of the Commission in the eyes of those outside Government – for example external commentators and subject matter experts; and (c)     The   record   of   the   Commission   in   completing   references   within   the stipulated timeframe.                                                  43   Law  Reform  –The  Challenge  Continues,  Report  of  the  House  of  Representatives  Standing Committee on Legal and Constitutional Affairs, (Canberra, May 1994).
