The Law Commission’s report Sentencing Guidelines and Parole Reform was released today. It recommends major changes to New Zealand’s sentencing and parole arrangements. Chiefly, these are the establishment of a Sentencing Council, to draft sentencing guidelines and give the public more say on sentencing matters; and a “truth in sentencing” approach to parole, which will require all prisoners to serve at least two-thirds of their sentences.
